No mundo das organizações, a história de tal apropriação enfrentou uma barreira de intermediários entre produtores e
consumidores, sistemas e pessoas.
Como as organizações não mudaram seus modelos mentais, a tecnologia tem sido utilizada mais como instrumento de
processos de gestão do que, necessariamente, impulsionadora de uma relação mais direta com seus funcionários, as pessoas.
É verdade que muitos progressos foram feitos neste aspecto da relação indivíduo-organização, desde a criação dos quiosques
que possibilitavam um acesso direto a certo número de informações sobre a vida funcional. De lá para cá, chegou-se aos
aplicativos como os de uso de feedbacks.
No entanto, mudanças universais, que têm no Uber seu principal expoente, demostram que os mecanismos de intermediação
entre produtor e consumidor podem ser substituídos (ou atenuados)por uma verdadeira revolução tecnocultural.
Por que, então, a relação entre sistemas e pessoas precisa ter tantos gerentes e RHs como intermediários? A tecnologia
coloca nas mãos dos funcionários possibilidades antes impensadas de informação, produção, realização e autogestão, que
quebram toda uma cadeia de restrições ao exercício humano em seu trabalho.
Muito se tem falado na obsolescência dos modelos de hierarquia e controle ou autoridade-obediência. Na verdade,
embora a tecnologia tenha ampliado a intervenção pessoal em processos, não conseguiu mudar a essência da relação, como o
Uber fez. Pouco avanço em influenciação. É claro que controles são necessários e também a hierarquia. As organizações são
mais que um conjunto de pessoas contratadas para fazer tarefas e que se relacionam voluntaria e anarquicamente com os
centros de decisão. Precisam de modelagens.
Mas não é a normatização que assusta e impede a realização. São os pressupostos que a determinam, no caso a predominância
do controle como é feito, levando, por sua vez, à infantilização da relação. Em outras palavras, cria-se uma burocracia
tipo pode/não pode; deve/não deve; vai/não vai, crie/não se arrisque, acelere/freie, mova-se/espere. Perde-se tempo,
desvia-se do foco, posterga-se, investe-se na melhoria do que é errado, nega-se a natureza humana. Em muitos casos, transforma-
se o potencial produtivo em boneco de marionetes ou pássaro na gaiola.
As intermediações, diga-se de passagem, não se restringem à hierarquia convencional; aplicam-se aos próprios desenhos dos
sistemas. Poucos perguntam sobre o custo dos mecanismos de controle de toda natureza que afetam os processos no chamado
capital humano. Na hora da crise, então, mais controles e menos gente.
Está na hora de uberizar RH. Recente projeção da Deloitte sobre tendências tecnológicas destaca a criação de ferramentas
para as pessoas e não para RH. O que está por trás desse movimento?
Um exemplo: as políticas dizem que a carreira é de responsabilidade do funcionário. Pois bem, que ferramentas que ele tem
para direcionar sua carreira? Que influência pode exercer quando chefias e comitês decidem sobre seu futuro, sob a
batuta de RH? Como transformá-lo de paciente em protagonista de sua vida profissional?
Outra ilustração: um cidadão corporativo geralmente não tem acesso ao que se esconde nos arquivos do Departamento de
Pessoal, pelo menos nos itens referentes à sua intimidade e muito menos capacidade de determinar o que deve estar lá.
Mais um controle, desta vez da informação. Transparência, ma non tropo?
RH com frequência se afunda em processos, ou seja, em controles para si. No máximo, declara que a gestão das pessoas
é de responsabilidade dos gestores, os intermediários, chamados de líderes servidores ou inspiradores. Alguém já pensou que
a gestão de pessoas também é de responsabilidade da pessoa? Que ela também tem suas inspirações? Ou que o diálogo deve
vir antes da determinação? Qual a distância entre voz e voto?
Até o momento, por mais que os mecanismos de participação tenham evoluído, a relação organização (lideranças e sistemas)
e pessoas ainda têm um ranço de paternalismo e seu correspondente assistencialismo, ambos vertentes do autoritarismo.
Avançou, sem dúvida, o lado desenvolvimentista, mas nunca se chegou à porta do emancipatório. Está na hora.
Todas as teorias modernas falam em autogestão, automotivação, autoestima, autodesenvolvimento, o que leva as organizações
a despejar uma montanha de dinheiro em treinamentos comportamentais. Qual a contrapartida que suas tecnologias
oferecem às pessoas para que possam de fato preencher tantos gaps de desempenho prescrito? Qual a dimensão de minha
autonomia? Quanto auto eu posso fazer no meu trabalho diário?
É importante não confundir emancipação com democratismo, no sentido de uma pessoa um voto, mas de construir uma sociedade
corporativa que reflita os padrões culturais contemporâneos. A tecnologia não é neutra. Pode ser motivadora, limitadora ou
castradora. Depende da ideologia que a inspira. Os pioneiros queriam que fosse libertadora. As organizações modernizaram
sim seus processos em gestão de pessoas. No entanto, não conseguiram fugir do excesso de intermediários humanos e
processuais.
Quanto desse arsenal de controles é realmente necessário? Os modelos mentais dominantes ainda não se dispuseram a pensar
organicamente, da parte para o todo e vice-versa, ou ainda permitir que as partes construam um todo também a partir de
suas iniciativas.
É isso que suporta a revolução do Uber. O mundo está caminhando nessa direção. As pessoas querem ser menos dependentes.
Preferem ser naturalmente responsáveis e intervenientes,sem tantos intermediários.
